Nagin & Blanco Gross Failures Becoming Clear
Fox News Channels Major Garrett is reporting that the Red Cross was blocked from delivering emergency supplies immediately after the hurricane hit New Orleans. Per Hugh Hewitt:
The Louisiana state government "did not want to attract people to the Superdome and/or Convention Center"? They asked 30,000 people to come ride out the storm in those facilities without adequate planning or the needed supplies, and then blocked the needed supplies from being moved in? Had the necessities been in place or made it there from the primary first responder after the local and state government (the Red Cross), we in all probability would not have seen the melt down of civilization by some that we saw and caused so much pain and suffering to so many.
The true stories are coming out about the failures on the local and state levels that caused this to be as bad as it became. Already there is pretty overwhelming evidence that the local and state government did not have a clue and their incompetence is the primary factor for why things went so very wrong and slid downward fast and hard.
Mayor Ray Nagin had a plan in his New Orleans Emergency Management Plan to use the city buses and school buses to evacuate those who had no way out:

So why did he not activate the plan to get out the poor and elderly who could not get out on their own? Don't know he has not answered that question. What he has done is yelled and screamed that the Federal Government needed to get off their asses and get him buses (get me buses) to take people out after he did not act and all his buses were underwater after his lack of action:

Had the Mayor made the right preparations at the Superdome and Convention Center or at least let the Red Cross in immediately afterwards to cover his bad planning, things would have very different, even with the bus debacle. Nagin is not alone in his incompetent management, Governor Blanco has pretty much become the poster person for how a Governor should not perform in the wake of a disaster.
President Bush had to call Governor Blanco personally and plead with her to order a mandatory evacuation on the day before the hurricane hit. Blanco and Negin had not issued a mandatory evacuation until Bush asked them to:

Can you imagine how many more people would have died had Bush not insisted that the Mayor and Governor issue the mandatory evacuation? The early facts show basically a complete melt down at the local and state level that made this disaster much worse than it had to be. No doubt there is blame to level at FEMA and other federal agencies, but the first responders (local & state) from the facts thus far failed badly and that caused a disaster that became a hell it did not need to become.
The facts are coming out and will continue to come out as the days pass. Based on what we know so far, the clear trend of local and state failures will continue to lead the way and will continue to be the catalyst for the degree of disaster this became.

Hundreds of buses were available and had clear passage to the Superdome and Civic Center after the storm Monday - Wed but they too were not used, while rape, murder, and death fell upon the people trapped in those locations. Why Mayor and why Govenor no action when rescue for all was a mile away?

A federal grand jury has returned two separate indictments charging three members of the State Military Department with offenses related to the obstruction of an audit of the use of federal funds for flood mitigation activities throughout Louisiana, United States Attorney Donald W.
